The objective of this act is to regulate the employment of contract labour in certain establishments, to provide for abolition of contract labour in certain circumstances and for other connected matters. Engagement of Contract Labour is an age old practice. With the introduction of new economic policy, this has assumed greater importance. Even today, in the business world, this is the most talked about subject. Employers of various industries – from micro to large – do depend on this workforce in order to sustain and as principal employers; they need to take utmost care when they engage a contractor. Besides being compliant, they have to ensure that the contractors engaged by them to stay compliant. It extends to the whole of India and applies to every establishment or every contractor in which 20 or more workers are employed or were employed on any day of the preceding 12 months as contract labour registration is compulsory to employ contract labour. Contractors shall have licence to employ contract labour. The Principal Employer and the Contractors are responsible for ensuring compliance with the provisions of law.

All the entities registered under contract labour have to compulsorily file their half yearly & annual returns with the Department of Labour.
The Contract Labour Act being a major Labour Law governing body prescribes list of records to be maintained in standard formats by the contractor & Principal Employer.
The Labour Department has fixed fees payable for registration into slabs based on number of employees.
The Contract Labour Act empowers the officers to inspect the premise of any entity to check if registration and compliance with law as per the requirements of the Act are adhered to.
The License for contract labour is generally issued for a period of 12 months and needs to be renewed by updating records at end of the term.
